The meeting pointed out that the pharmaceutical industry is related to the health of all people, has huge market demand, and is an important industry in all countries. The meeting determined that the first step is to target the urgent needs of the public, strengthen research and innovation of original drugs, first generic drugs, traditional Chinese medicines, new preparations, high-end medical devices, etc., and accelerate the industrialization of major drugs for frequently-occurring and rare diseases such as tumors, diabetes, cardiovascular and cerebrovascular diseases. Support the international registration and certification of patented domestic original drugs and branded generic drugs. The second is to improve the safety evaluation and product traceability system, strengthen the whole-process quality supervision, benchmark against international advanced levels, and implement actions to improve the standards of drugs and medical devices, especially to improve the quality of essential drugs. The meeting determined that, first, we must promote the inheritance, protection and exploration of traditional Chinese medicine and ethnic medicine, rescue rare and valuable ancient books and documents that are on the verge of being lost, strengthen teacher-to-teacher education, vigorously cultivate traditional Chinese medicine talents, and improve the emergency treatment, disease prevention and treatment capabilities of traditional Chinese medicine. Second, we must promote the integration of traditional Chinese and Western medicine and explore the use of modern technology and industrial models to accelerate the development of traditional Chinese medicine. Strengthen the prevention and treatment of major difficult diseases, chronic diseases and other traditional Chinese medicine and the research and development of new drugs. Improve the standard system of traditional Chinese medicine, strengthen the protection and utilization of traditional Chinese medicine resources and standardize their cultivation. Third, we must relax access to traditional Chinese medicine services, improve the traditional Chinese medicine service network covering urban and rural areas, and ensure that social and government-run traditional Chinese medicine medical institutions enjoy equal rights in practice and other aspects. Fourth, we must develop traditional Chinese medicine health care services, promote the integrated development of traditional Chinese medicine, health care, tourism and culture, and promote "Internet +" traditional Chinese medicine. The meeting believed that expanding opening up is an important measure to promote economic development and upgrading. In the current complex and severe international economic situation, it is even more important to persist in improving the level of opening up to the outside world. To this end, relevant policy support must be increased. First, we must promote preferential tax policies for technologically advanced service enterprises in pilot areas, expand the scope of enterprises enjoying the policy from service outsourcing to other high-tech, high value-added service industries, and provide a 15% reduction in corporate income tax, and The portion of employee education funds that does not exceed 8% of total wages and salaries shall be deducted before tax. Second, we must establish a service trade innovation development guidance fund to provide financing support for small and medium-sized service enterprises in pilot areas. Third, we must encourage financial institutions to innovate in supply chain financing and other businesses, and fully implement bonded supervision of service outsourcing for identified technologically advanced service enterprises in pilot areas.
